Summary:                    Handling of escaped characters (#, etc...)
Description: 
When a "#" is used in a phone number (in the SIP Invite), the IP phone
escapes it by replacing the # by %23

Asterisk's chan_sip should replace %23 by # before going into the
dialplan, but does not.
