Summary:                    WaitExten hangs up channel when first digit is
entered
Description: 
When entering first dtmf digit during MoH in WaitExten(), 
channel is immediately ended.
tried with sip and skinny phone, same result.
SVN-trunk-r87187M was OK

Fix up some PBX logic that became broken. The code would exit prematurely
when it should have been collecting more digits.
