Summary:                    Detection of scrambled memory (noisy) circuits of
TDM400 POTS after nearby lightening strike
Description: 
The TDM400 POTS card has been found to become noisy with white noise when a
lightening strike nearby occurs and is unusable. 

This request is to enable the zaptel driver to be queried by the CLI to
determine if a circuit is noisy.  If so, then external logic script may
wish to invoke a repair action, such as reloading zaptel drivers or
rebooting the server.

There really isn't a whole lot we can do here.  If a lightning strike is
causing some random bit to be flipped - it would be just that - random.

On top of that, this is a feature request.  Our guidelines say that
feature requests should include a patch for the feature.  There are other
various ways to get a patch, such as the bounties page on the voip-info
wiki, or a request on the asterisk-dev mailing list.

I'm going to go ahead and close this.
