Summary:                    Not a time watchdog to BYE request
Description: 
on same system (such cisco 53xx) if not equal From and Contact field -
master device (cisco) not replay ACK to BYE packet. No timeout count time
to BYE (and more and more BYE summarize - each reserve  udp port - after 24
hours  - all socet occupied)
