Description: 
"dialplan reload" is reloading only extensions.conf

Probably it's the desired behaviour, but shouldn't it reload
extensions.ael too ?

Well, I see the point; to me the "dialplan" is the ast_context, and exten
tree formed from the extensions.conf, the extensions.ael, and the loading
of the iax, sip, queue, feature (parking), and other modules that create
contexts.

So, it would not be unreasonable to require that 'dialplan reload' do both
the extensions .conf and .ael, but as file points out, this would be hard
to do in one place. 

So, perhaps someday in the future, we should rename this command, so it's
something more specific, like "extensions reload" or somesuch.
