No subject

1. in ztcfg - it will attempt to destroy all spans listed in zaptel.conf .
but will not do anything about dynamic spans that are no longer listed
there.
2. in kernel/ztdynamic.c:  you cannot destroy a span that is in use.

So what is the correct order of operations?
