Description: 
I receive a hangup cause 18 on the outgoing zap-channel.

example: exten => 52,1,Dial(Zap/g1/52},,)

asterisk version is 1.4.9 (1.4.9+bristuff-0.4.0-test4)
zaptel 1.4.4
libpri 1.4.1

I'm suspending this bug because I believe this is a configuration issue,
possibly with whatever device you are talking to. It is the one sending
back the 18 causecode and terminating the call attempt. Asterisk is just
behaving as it should.
