This patch provides some javascript for language support, and some
functions to store any kind of var easily in a cookie that I wrote. I used
it for storing the languages across pages.

This is awesome, permission to add to trunk?

Maybe we should do some kind of migration of all text, just like
tooltips.js.

Right now, this should only be configurable for tooltip languages
correct?

Either way, it is a GREAT step in the right direction, and I love the way
you did the cookie implementation, very informative.
