Description: 
This patch provides some javascript for language support, and some
functions to store any kind of var easily in a cookie that I wrote. I used
it for storing the languages across pages.

Yes, there's a select box in options.html that builds supported languages
from the tooltips var, and stores the data in users.conf and a cookie
(should manager.conf, and the cookie_store.js file is erroneous because i
added those functions to lang.js).
