Summary:                    Added ringdebounce as an init module thing
Description: 
Needed to change the ringdebounce value (from 64 to 128) for a client
(TDM400P w. 4 FXO), and found that i had to change two values in wctdm.c.
Decide to add ringdebounce and a module init.

I don't know if it's a bug or not that RING_DEBOUNCE is only defined but
never used in wctdm.c, but it's used in wctdm24xxp.c. This patch should be
applicable on 1.2/1.4 as well
