Summary:                    [patch] zaptel does not use update-rc.d on Debian
Description: 
Zaptel fails to use update-rc.d to set the init.d script to start
automatically on Debians.

Added a patch vs. 1.2. Same fix should apply to 1.4 and trunk.

Moved all the logic of the make config target to makefile logic. Added a
"debugging aid" for those who don't know how to debug "code pathes" in
makefiles.

The output of 'make config' is actually readable.

And especially for lathama: a help text at the end of the target :-)
