Summary: No rinback sent to outside caller while SLA
Stations are ringing
Description:
When a call is inbound from a SIP trunk, the ousside caller hears silence
while the SLATrunk(xxx) is executing and the SLAStations are ringing. All
other inbound SIP calls return a ringback to the caller.

I'm going to close this one out because in this case, using the
progressinband option is the right thing to do.
