Summary:                    login succeds even if the same agent is logged in
via AgentCallbackLogin
Description: 
When logging in as an agent which is already logged in
via AgentCallbackLogin, login should fail and "agent-alreadyon"
message should be announced, but login succeds.

This patch is incorrect, it breaks the ability to log a callback agent off.
It would have to be more granular and not allow a person to log on using
AgentLogin if already logged on via AgentCallbackLogin. For further
thought, what happens if you do do that now?
