When the external PBX send to Asterisk Block CIC it fails,

BSN: 4 BIB 1

                [ 13 ]
                Message Type: BLO

[Jul  4 12:54:59] WARNING[10357]: chan_zap.c:8837 ss7_linkset: BLO on
unconfigured CIC 0
Len = 9 [ 84 97 08 85 e8 03 f4 21 02 ]

SAY "BLO on unconfigured CIC 0" when is in CIC : 2 and not 0

I updated libss7 and asterisk , now the block is "working" fine , but when
the channels are blocked asterisk try to pass calls through the CIC blocked
ignoring the block status
