Summary:                    Mantis notification not sent when issue is commented
and/or closed by SVNbot
Description: 
There's no suitable project for this, and this is not related to Asterisk,
but Russell advised to post this bug here.

Whenever issue is closed by commit, no notification is sent to users
monitoring issue or reporter. Thus, reporter might even not know when he's
issue is resolved.

maybe I thought wrong, but if I report new issue into bugracker, I'm not
automatically in issue 'monitoring' mode, see history log. I need to do
manually and press "monitor issue" button. A months ago, before mantis
change, original reporter was always automatically in monitoring mode and
this was also diaplayed as one of inicial steps in issue history log.
