As seen on IRC:

"/usr/src/zaptel-1.4.7.1/Makefile". Fix it to use EXTRA_CFLAGS. Stop.

Workaround:
1. rename Makefile.kernel26 to Kbuild
2. in Kbuild , add the line: obj-m = zaptel.o <mod1>.o <mod1>.o
3. Build with: make MODULES="zaptel <mod1> <mod2>" [install]

A little more info, I am the person who was on IRC attempting Hardy 8.04..
( I know this is alpha, etc. working with some testing here with new 8.04
LTS, and I needed the libsnmp15 stuff)
This is a clean install of 8.04 Alpha, using kernel 2.6.24-2. (A bug in
alpha does not* install this kernel by default through apt-get upgrade, but
rather 2.6.22-14. This woudl be fine except the repos do not have the
header files for 2.6.22-14. There is a bug filed with Ubuntu in regards to
the matter, which only happens when not using update-manager (aka a
server)...)
Finishing an install with zaptel (including hpec) and asterisk (with
netsnmp). Both "current" from downloads.
