SayNumber, SayDigits, SayAlpha and SayPhonetic should answer the channel
they say into in case it has not already been answered.

I disagree with this. There are circumstances where people would want to
use these applications without answering the channel and just use early
media. In other circumstances where the application answered a noanswer
option was added so it wouldn't. Documenting the applications that play
back audio but do not answer may be better.
