Description: 
Revision 73466 (1.2 branch) resolved the issue 0010121 but it copies the
language information to the dialog structure only if it's set in the peer
definition. If the language is not set in peer definition, the setting in
[general] section should be applied.

1.2 is no longer receiving bug fixes and I have confirmed that this is not
an issue under 1.4. The default language gets copied in when the peer is
created.
