Description: 
apparently, the epoch returned by STRPTIME isnt correct.
Here's a discussion with corydon on IRC.

Even if we specify the tz, the epoch returned isnt correct.

The real problem here is:
for the same command, even when specifying the tz, we are getting
different results, across all tz.
