Summary:                    Libss7 code
Description: 
I added some code to both ISUP.H and ISUP.C for ANSI ss7 decoding and
handling.

I tested and it seems to work so someone else will need to break it and
fix it!

mypatch3.diff has the charge number enhancements so it will not include the
charge number if it isn't equal to 10 digits in outgoing IAM.
