Summary:                    [patch] ztdynamic alarm handling, clock source
master handling.
Description: 
1. It doesn't handle alarm changes correctly (some parts of code works with
z->alarm, while other works with z->span.alarms).
2. Because of incorrect alarm handling - it doesn't handle newhasmaster.
3. Because of incorrect handling newhasmaster, it doesn't initiate
connection with peer TDMoX device (so, no hotplug).
If we handle newhasmaster - ztdummy will give us a start pulses.
