Summary:                    Change 78181 breaks sip_notify
Description: 
Change 78181 implemented in response to bug 9938 has broken the ability to
send SIP NOTIFY messages containing semicolons.

The former behaviour was that semicolons could be escaped in
sip_notify.conf and would then be passed correctly to the clients.

Now, the semicolon and the escape character get included in the NOTIFY
message, which renders the message invalid.  If the escape character is
removed, then the semicolon is treated as a comment, and the NOTIFY message
is still incorrect.
