Summary:                    app_record (and voicemail) don't record video to a
file
Description: 
When i try to app_record (or voicemail) a channel that has video, the video
doesn't record to a file, i also get the following error:

Aug 13 06:46:13] WARNING[31116]: file.c:988 ast_writefile: No such format
'h261'

the echotest works and fires the video back at my client (though missing
the first full frame so there's blockyness until it's updated)
