I also need access to 810 numbers too which I don't believe are toll-free. CLI isn't really a problem because most of the time, these numbers belong to companies that don't read the CLI.

One example is +338103337XX which has mixed results outside of France, but inside France its EDF Energy. It's not found under e164.org.
