Although you mention service and people have said about twilio and other
similar services, sms reception/transmission on a pstn DID can be done
with asterisk.
Most DECT phones support this feature by setting an smsc number.
When a call comes from the smsc number the DECT phone 'automagically"
answers the call and enters a "modem" state where it exchanges data with
the smsc.
When you want to send an sms, the phone calls the smsc number and does
the same procedure.
Getting sms from mobiles to the same pstn number requires your provider
to support that, but if they have and smsc usually they do

Asterisk can work as an sms originator (talking to an smsc), a sms
receiver/forwarder and also act as an smsc for your local dect phones
Works nicely for small volumes of messages.
