Last I knew, Sonatel had a monopoly on Senegal and VoIP was illegal.
This was from my DoS consulting days when I setup a call center there,
so things may have changed.

Liberia, Sierra Leone, and Guinea were all cell when I was there for
USAID.  Due to lack of any government, I have no idea about VoIP.

Seeing that Africa these parts of Africa are shady, I seriously doubt
that any route is white unless the government allows it via kickback
from the monopolies or government run phone companies.

After spending almost a year in different West African countries for
DoS and USAID on telephony, VSAT, wifi, and data in general, I speak
with some authority.

Rather than repost their spam to a larger and more appropriate
audience, black list them, and check with the locations they are
offering to see if it is legal.  The government will shut down
operators bypassing the law and maybe shoot the business owners, chop
off an arm, or throw them in jail.

That will stop the spamming quickly and more effectively than
reposting it to a list of thousands.
