The Isle of Man is an island in the Irish Sea. It's a crown dependency, 
which means that it's self governing for internal affairs, but the UK 
government manages its relations with the rest of the world. As always, 
Wikipedia knows all:

 From a telephony perspective, it uses the UK number plan but its DIDs 
are regulated by the Isle of Man's communications commission:

rather than the UK's Ofcom.
