(Assuming CentOS or similar OS...)

rc.local is the wrong place.

If iptables is installed correctly, the provided startup file is located 
at /etc/[rc.d/]init.d/iptables. It will load your iptables rules from 
/etc/sysconfig/iptables at the specified runlevels with the specified 
start and stop priorities.
