Tier-1 = Level3, Qwest,ATT,Verizon

Nearly all carriers are CLEC or some type of Tier-2, not even sure L3 is
really a Tier-1, then again what makes you a Tier-1 these days? Just
having fiber in the ground? Having some switch?

CLEC's are usually much much easier to work with then a "Tier-1" any day
of the week!
