Here, the i6net's solution :

http://octavius.i6net.org/flashphone/

Connect and dial the 03 number for example.

A Flash Phone connected directly to the Asterisk (no gateway, using a 
chan_rtmp module).
It supports audio (and video).
Flash application is open source and can be customized as you like.
