I think the USA way of doing things makes life easier for telecoms companies.
Charge the caller the same rate for landline and mobile calls. And charge the mobile user for receiving calls.
Then the user makes use of inclusive plans to make it more affordable.

Yes, that was one of the points I was making. If the MNOs are forced to decrease termination charges, then they'll make up those revenues by increasing their customers' call rates. This will have a negative effect on people who depend on their mobiles as their primary method of contact, especially if it becomes more expensive for them to make outbound calls or access data services.

My view is that the increase in costs to the owners of mobile devices will be of greater disadvantage to users (particularly those dependent on mobiles) than the decrease in termination charges will offset.
