The operators aer already regulated and the termination rates are
already set by Ofcom. This is just Ofcom saying we're going to reduce
them further unless someone comes up with a good reason why we
shouldn't.

> And really, how has anyone's business been hurt or impaired by the UK operators setting their own termination charges? One assumes you're marking it up by your usual margin, so whether you buy at 5.5p and sell at 6p or buy at 0.5p and sell at 1p is of little consequence.

Oddly Hutchinson 3G have been pushing for 'scrap the termination rate'
(along with BT I think), though for a long time 3 had the highest mobiel
termination rates, but then being the smallest operator most of the
calls are from their customers to other networks, so they payout more
than they receive i.e. they want lower termination from the other
networks.
