Okay, I've just got the correct terms:I need a multi-tenant system, capable of rendering Virtual PBX services across thousands of users and complete web based management / control panel
Solution should use an open source approach (Asterisk / Opensips / etc)

You may have to get dirty and run your own multi-tenant box.  
There's no clean line between "platform" which is vanilla PBX without config 
files and a multi-tenant PBX with predefined config files (and interface to 
edit).
 
You may to be more specific what you expect - otherwise providers 
might not understand what you are looking for.

I am not interested in subscribing a virtual ipbx service somehow.
I would like to get a virtual ipbx *Platform* so that I  can offer
