I believe there are qualifications on such consumer protections to  
prevent this from ocurring, although I am no specialist as to what  
they are.

The intent of the clarifications was to prevent ITSPs or carriers from  
holding end-users' numbers hostage in connection with billing disputes  
amongst themselves, above all else.  As a side effect, the rulings  
established that the end-user is the logical "owner" of those numbers,  
not the ITSP purchasing them (internediately) from the carrier.
