   A premium number is the equivalent of a 900 number.  It can have a charge
of up to $3.00 per minute for the originator.  They are asking you to dial
it because they want to pay you 6 cents per minute, and you pay the charge
of $3 per minute to the carrier.

   Careful! What you are describing sounds to me like a telecom scam. 
Premium numbers in Europe can yield up to 0.06$ of kick back, for any
inbound call to them.

   A dialer can easily exploit these access numbers, leaving your 
customer with cash in hand. This type of scam was very common late 2003
early 2004. Be careful, sounds to me like you're dealing with some shady 
people on this.
