Yes, bandwidth is a good point. I would say since they are very cheap (less than $10 for 20 DIDs including bandwidth and all that) it's no risk to test them and send them calls at different times. If they are good it's a nice offer. Of course they are not known like DIDx or Voxbone, so who knows. I am sure we can read that soon on this list.

Yep;  that's really what it comes down to.  If they do proxy media, the 
peering arrangements, proximity to Tier 1 backbones, and the nature of 
their connection to the carrier (over Internet? If so, are they in a 
carrier hotel / settlement point? Dedicated point-to-point IP circuit 
for VoIP only?) are the elements of which the critical question comprises.
