[asterisk-biz] high concurrency, but only for brief periods of time

hi guys - i have some problems; judging from all the sweet stuff and
people here i thought this would be my best shot at some good and much
needed advice

problem 1 - we need a basic (not so exciting) four-man office phone
system - for this we're just considering vonage - but i'm interested
to see what you guys think

problem 2 is where it gets fun - we have a python/asterisk phone based
app we're using to automate employee scheduling, call-offs, and
rescheduling. The big thing here is we need high concurrency, but only
for brief periods of time. As an edge case the system will need to
chew threw around 1,000 1min calls within 10mins. So the inevitable
question - how do we do this as cheaply as possible, also considering
quality of service and not having to work with a bunch of jerks?
