I don't "know" what Google's going to do next, but I can only opine that
it's a matter of WHEN, not IF. Then again it depends on what you mean by
"available outside USA". I'm currently in Accra, Ghana (West Africa) -- and
both SMS and voice calls from GV go to all five networks here.

Three basic missing features from a non-US user's perspective are...  a)
forwarding calls from GV to international phones (something Google-owned
Gizmo used to do and still does for existing customers), ... b) provisioning
of international DIDs, and of course... c) the ability to officially signup
for a GV account from outside the US.

For a) and c), I think will come soon. And b)? Who knows.
