No, they have to deliver the call.

One thing you have to keep in mind is that smaller, intra-LATA LECs (as 
opposed to the national CLECs/IXCs) pass LD traffic to IXCs of one sort 
or another, and that's who actually gets billed the access.  So, the LEC 
might itself have a blended or decked rate from the IXC and can price a 
derivative of that.

Trunking customers cherry-picking expensive rate centers from a plan 
offered them retail as blended is a big problem, though.
