As I've said before we can provide them but only if the customer has an
office in the area they are looking for a DID in.

This is a requirement of the New Zealand Telecommunications Act (largely
endorsed by the incumbent telco).

Mail me off list if your customer meets these requirements - we can
provide DIDs straight of E1s.
