Hello,

Your post probably belongs on asterisk-users, however, your spans should
never be the clock source execpt when driving a channelbank or some other
local equipment.

Try:

span=1,0,0,ccs,hdb3,crc4
bchan=1-15,17-31
dchan=16

span=2,0,1,ccs,hdb3,crc4
bchan=32-46,48-62
dchan=47

Also, you may want to try "hardhdlc=16" and "hardhdlc=47" instead of
"dchan=16" and "dchan=47".
