Yes there is.

 

  www.allo.com <http://www.allo.com/>  has it for both the ATA and
compatible network. Take a look around at network
<http://www.allo.com/presentation/network/index.php>  and ata presentation
<http://www.allo.com/presentation/ata/index.php> . We had to make (ATA)
custom made.

There has been a lot of talk about T.38 compatible ATA's, ss there a
complete solution somewhere?

If I have an ISDN-PRI from Quest, I need a 'server' device to terminate the
PRI & send out the T.38 signal.  Of course you would need the ATA for the
other end.
