[asterisk-biz] CABS billing?

Can someone recommend a CABS billing service or solution for a SMALL CLEC?
I've found a few, but they all come with high ($2500-$5000) startup fees
and the monthly minimum charges are high (>$500).  That's nice if you are
billing $100k/mo in reciprocal compensation, but at the low end, the CABS
service would make 2-3 times what we would.
