Yes, I am still saying free because it is free. Please read my note 
carefully.

It is free. If you don't intend to use the pre-paid $10 for PSTN 
calling, we will refund the signup amount immediately without question. 
   The reason it is there is we are so busy, we don't have time to 
change the signup page right now.

It is completely free.  If you want to make calls to and from the PSTN, 
you need to have money in a pre-paid account with us.  If you don't want 
to place or receive any pstn calls, we will give your money back 
immediately.
