Kim,
You may want to consider Druid - asterisk management GUI.
Druid has a few nice features that have taken care of the issues you 
have brought.
A user can easily use a graphical interface to:
1) add, change extensions
2) link it to voicemail & put into dialplans
3) manage inbound routes and link DIDs to extension
