[asterisk-biz] FAX DID forwarding service?

I have a customer interested in having multiple DIDs forward to a single
DID that runs a fax machine.  Two of the providers I currently use don't
really support fax, and what I'm using right now is ULAW and it isn't
reliable enough.

Is there a better solution other than ULAW?  Can it be done reliably with
VoIP?  What would need to happen?  Who provides such a service so that I
do everything via VoIP?

I read about T38 -- does anyone offer T38 end to end via VoIP as a service?
