For a server I have been looking at these:

They have the benifit of dual pci slots in case you want to add any
cards to your machine + you can use CF cards for storage/reliability.
I would go with one of the fanless options so you are not having to
worry about the fan failing (given you have a nice environment to
store the machine in).

As far as carriers go I have had a great experience with vitelity.
Their user portal is great and the level of support has been the best
I've found. Do make sure your route to their main servers is clean and
reliable though.
