LOL, if Telus and Bell are classed as CLEC's who, then, is the ILEC??

AFAIK, no one in that list have the status of CLEC, only registered 
resellers and few of them, having BITS
License Class A, and Non-Dominant Carriers
List of official CLECs in Canada is here:

It's only 17 of them, and all of them is quite big.
