Singtel is pricey, but there are other operators, who do it for much less.
I really dunno about the regulations.  If you run voip in Singapore, i.e
collect money from Singapore ppl, then you may be liable to pay for licence
to the ida, somebody comment?

I've talked with Singtel before, but I will say that for that general 
region the cost of bandwidth is way overpriced.  Make sure to do your 
research about surrounding areas if that's an option for you.
