Again, probably true - though they have little way of enforcing that.

Of course you CAN apply for a low power GSM license (Ofcom are issuing
between 7 and 12) which will allow you to offer GSM (or other services)
in what was the DECT guard bands, but you need to be quick as bids go in
on the 21st !!! (National license, 200mW EIRP).
